Sturgis and apes???? how strict are they??? how much spending money?

We are planning a ride to sturgis, husband has 18inch apes, rule is handgrips at shoulder height. Are they very strict? Could we get away with rolling them back couple of inches? or sitting on something to make you higher? Oh and how much cash would you take to sturgis?
