Why does he always talk to me out of the blue after a long period of not talking to me? Does he like me?

So, this guy that I used to like always seems to come back into my life after about two months of not talking to me. When he does come back into my life we usually begin to like each other, but then it doesn't progress, we argue, and we stop talking for two months. The he texts me again and it's the same thing all over again. We haven't seen each other in a year since he transferred schools. So when I say he "comes back into my life" I mean he texts me again out of the blue. What's going on? Why does this always happen?
